Post card, postmark 1910 or 1913?

Here we see a crowd gathering while a band performs in the street. The grouping of the spectators along with the American flags held by the children suggest that they might be organizing for a procession, perhaps the annual Decoration Day procession to the local cemetary to decorate the graves of Civil War veterans. The last digit of the year on the postmark did not print completely, making the date ambiguous. Owing to the presence of only one car in the image, my guess is that the year is either 1910 or 1913, rather than 1918 or 1919 by which time automobiles are pretty much ubiquitous in Iowa.
